It does indeed - but the top cabinet tilts down about 7 degrees. They were designed with a listening distance of approximately 2.5m, which is roughly how far my sofa is from the speakers in my main-level living room, and the basement listening room.
At that distance, the tweeter should be pointing directly at the listener's ears. The "acoustic center" of the drivers will also be equidistant from the listener's ears (for those that care about time alignment - which is tough to do without an active system). Current crossover simulation indicates a pretty large vertical window - so listening closer or further away should not make much of a difference - but the ideal distance is about 2.5 meters.
