I used optical encoders in my TF-12 preamp, and these had a high failure rate. At least one of the problems was the manufacturer clipped the leads too short on the circuit board inside the unit that contained the two optical interrupter devices. The manufacturer had discontinued the encoder and I had customers that needed the encoder fixed. I was able to locate the optical interrupter devices on E-Bay and I got some and was able to return some of these defective encoders to service.

So you might be able to get your encoder apart and see if you can replace whatever is bad. These are not complicated.
